Endorsement Policy, Appendix A SFGP IRV/RCV endorsement process Candidates shall excuse themselves from an endorsement process considering their candidacy or their race. Executive Summary: We'll first choose a slate of up to 'n' endorsements in 'n' separate IRV straw polls, with results counted and announced in between each poll. NOTA will be an option (with super candidate status), so people who want to make only a sole or dual endorsement at this time should vote for NOTA in subsequent rounds of polling. After we make up to 'n' choices, we'll take a final straw poll to decide whether people want to try to consense on making ranked endorsement (in the order the 'n' candidates were chosen) or an equal endorsement of all candidates chosen. Finally, we'll try to get consensus on the slate (either as an equal or ranked endorsement). Facilitators and presenters are empowered to formulate the precise language of the proposal for ratification in response to the results of the straw polls. If we end up with empty spots on our endorsement slate, we can revisit this endorsement at the following GM (for example, to consider ranked choice endorsement of additional candidates). If the proposal fails, the facilitators and presenters will work constructively with the group to try to come up with a proposal that will pass, based on votes in the straw poll and concerns stated by members. Detailed schedule and explanation of each step: 10 min: intro to the process (the presenter gives an overview of how it will work and takes clarifying questions about the process). 9-15 minutes: presentations from Green Candidates - Up to 3 minutes each. Candidates can use this time to explain how they think their supporters should vote. Only candidates registered Green and qualifying for the ballot are eligible to speak. The following process shall be repeated for each rank slot to be considered for endorsement: 5 minutes: Round 'N' IRV straw poll. This will be a written straw poll for which candidate will be our first choice for endorsement. Depending on later straw polls, this may mean the #1 ranking in a ranked choice endorsement, or a share of an equal endorsement, or a sole endorsement. Active members can write down as many candidates as they want (including non-Greens) in order, including NOTA for no endorsement. If NOTA wins round 1, this will in effect create a proposal to hold off any endorsement in the race until the next GM (the facilitators could call for a formal decision on endorsing NOTA, or see if the GM wants to just delay a decision or not do anything... the default if the GM does nothing is no endorsement). 10 minutes: Counting ballots. Ballots will be counted until one candidate (or NOTA) gets 50% of the non-exhausted ballots. NOTA has supercandidate status and cannot be eliminated. Blank or exhausted ballots (meaning no candidates left who haven't been eliminated) don't count towards the 50%. Ties will be resolved randomly. During the 10 minutes of vote counting, something else should be scheduled to fill up the time. 5 minutes: Announce round 'N' results, do round 2 IRV straw poll. This will be just like round 1, except that the candidate who won round 1 is not eligible for round 2. This will determine which candidate gets the #2 slot in a potential ranked endorsement, or an equal share in a multiple endorsement, depending on later straw polls. Greens who want to save two open slots in our endorsement or only issue a sole endorsement at this time should vote NOTA in this straw poll. 45 minutes: Decision: Presenters and facilitators will formulate a proposal for endorsement based on results of the straw polls; we will now make a decision (requiring consensus or a 75% vote) on whether to endorse it. (45 minutes includes clarifying questions, concerns, friendly amendments, and potential vote). People can speak for up to 90 seconds at a time, and facilitators are encouraged to gender-stack and allow as many speakers to speak as possible. If the proposal fails, facilitators are empowered to work constructively with the group to develop an alternative proposal that can pass.
