A) What is your assessment of homelessness in San Francisco, and what solutions do you propose?

San Francisco is one of the wealthiest cities in the world, and home
to 83 billionaires. It's a failure of leadership to let 2,300 SFUSD
students go homeless and to not dedicate more resources and
coordination to getting people housed. San Francisco's homelessness
can be best understood when compared to a pipeline. Too many people
are falling into a bottle-necked pipeline and not getting out. We need
to prevent people from entering homelessness, expand the capacity of
our transitory shelter and housing infrastructure to absorb those who
do, and exit people from the system into permanent housing as soon as
possible. We also need to tackle this issue from a regional and
state-wide perspective, as San Francisco can't do it alone.

Houston curbed their homelessness by 63% by following a Housing First
model. The "housing first" model is supported by decades of research.
It entails moving the most vulnerable people straight from the streets
into apartments, without stipulations. In San Francisco, it takes
about six months for someone to be placed into housing after filing
the necessary paperwork. In Houston, it takes just 32 days, thanks to
the years-long collaboration among more than a hundred organizations
and community leaders. In a city with thousands of vacant commercial
and residential spaces, this isn't just a matter of resources, it's a

B) What are your views on housing affordability, what public sector strategies have worked, which have failed, and what are your
proposals?

My housing platform (available at jackieforsf.com/housing)
is based on my belief that housing is a human right. It calls for a
massive investment in building affordable housing, alternative models
to stabilize affordability such as co-ops, land trusts, and social
housing, radically strengthened and universal tenant protections, and
new efforts to reverse displacement of residents in the Mission,
Bernal Heights, and Portola neighborhoods -- alongside zoning changes
to make way for new affordable housing construction. As the pandemic
and the current market of housing demonstrates, a market-only approach
will not solve the crisis and, in our own District, it will only
accelerate income inequality, displacement and high housing costs. The
people of District 9 deserve a Supervisor who will stand up to the
Real Estate Lobby, not cater to their profit motives. That is why, at
the time of this writing,

I am the only candidate in the race who has pledged to reject
financial support from luxury real estate developers. As Supervisor, I
will work to…
Create housing at ALL income levels, prioritizing 100% affordable
housing wherever possible. Since the Great Recession, the wealth gap
between the poorest and wealthiest residents of San Francisco has
widened, driving truly affordable housing further and further from the
reach of everyday people. This was only compounded by the pandemic and
inflation. We have 2,300 homeless SFUSD students and a major staffing
crisis in our public safety, education, and healthcare systems driven
by the inability of so many workers to afford to rent, let alone buy,
a home here in San Francisco. This crisis also proves disastrous for
our environment and quality of life as workers are pushed to
increasingly lengthy, car-dependent commuting patterns that increase
traffic congestion, pollution, and greenhouse gas emissions. We need
to create a balance of housing at all income levels, as mandated by
the state and our own Housing Element, with a mix of 57% that is
affordable to low and middle-income people, and the remainder left to
the market. Every major city that has tackled housing head on, from
Vienna to Singapore, takes this approach. If we want to be a
world-class city, we need to have world-class housing for workers.

The SF Green Party will invite selected candidates who return
completed questionnaires on time to speak and answer questions at our
candidate forum and endorsement meeting. To be given time on our
agenda, each candidate needs at least three active Green Party members
to request their invitation. This will be a hybrid meeting, so
invited candidates may also speak with us via Zoom.

Our endorsement meeting is scheduled for Wed, June 26 from 6:30-9:30
pm at our office, 2973 16th St, #300, SF - note that this is across
the street from our old office in the Redstone Building. The first
two hours will be for interviews of selected candidates, and the last
hour will be for decision making.
